Hidden pair or better
A player pair that uses at least one hole card is normally sufficient for the one-times wager. Stronger made hands also raise.
A pair wholly on the board is shared and requires an out analysis when the player has no better private contribution.
What an out represents
The dealer has two unknown hole cards. A simplified dealer-out count identifies unseen ranks or cards that can combine with a compatible second card to beat the player.
Do not count cards that only tie, and account for cards already visible in the player hand and board.
The 21-out threshold
With 20 or fewer practical outs, make the one-times bet; at 21 or more, fold under the shortcut. This is designed for usability rather than full two-card enumeration.
Exact strategy compares every compatible dealer-hole-card combination and can differ in edge cases.
Why folding can be correct
Folding loses the Ante and Blind but avoids adding the Play wager. Raising can still be correct with a hand likely to lose if its conditional expected loss is smaller than folding.
This is an incremental decision, not a claim that the hand is favored to win.
